Joe Fraser, President
Joe was born in Dearborn, MI and grew up in Westland where he lived for 21 years. He was a member of First United Methodist Church, and had the opportunity to serve as Vice President and President of their Youth Fellowship Program.
After a year of college, it became apparent that the hospitality business was where he belonged. He has been in the restaurant business for 38 years and has held every position in that business, living in 22 states and running restaurants in 30 states. He was regional manager of Bennigans, TGIFridays Director of Operations, and CEO of Ruby Tuesday in Utah and Idaho. Through all his experiences, he learned that if given a chance, he could create a successful restaurant of his own. This became a reality when he founded and became the CEO of ‘Bout Time Pub and Grub. The company now has franchises in Utah, Colorado and Michigan.
After a 10 year absence from church, “…the worst ten years of my life…” he said, he met his wife who re-introduced him to the Word. “My life changed forever!” Joe dedicated his life to the Word. God became the focus of both his personal and business life, everything changed for the better, and his blessings were more than he could have dreamed.
Now Joe wants to give back, to do more, and to be of help to those who are in need. He is focusing his energies on CFSA and is looking forward to helping it grow. His passion for it is acute and his drive for its work is limitless evident in the fact that he was on the Romania team in 2015 and will now be joining the Southeast Asia teams.
Joe enjoys sports, traveling, and relaxing at his cabin in northern Michigan. He served as President and as Chairman of the Trustees at Prince of Peace Lutheran Church in Salt Lake City, UT where he, his wife and children are members.

Jill Holter, Treasurer
Jill grew up in Neenah, Wisconsin, the fourth child in a family of five. She has fond memories of a loving family and a great childhood. Inspired by her oldest sister, Jill decided to serve God as a Christian elementary school teacher. In 1981, Jill became a graduate of Dr. Martin Luther College in New Ulm, Minnesota. God’s plans for her included a move across the country to begin her ministry in Lakewood, Washington. There, she was blessed with a loving husband and two wonderful children.
Jill has experience in teaching grades K – 8, and she is currently teaching first and second grade at Faith Lutheran School in Tacoma, Washington. She finds the bright optimism of the little ones inspiring, while the thoughtful discussions with the older students are stimulating! She has no “favorite” level to teach.
When CFSA Executive Director, Anne L. Press, gave a presentation at Jill’s church in Tacoma, Jill was hooked. The scope of caring, hard work and FAITH presented by CFSA’s workers impressed her deeply. When the opportunity arose to join the team as treasurer, Jill felt immensely blessed. With the help of God, she plans to be an asset to this team
Jill and her family are members at Faith Evangelical Lutheran Church in Tacoma, Washington.
